Who would dare man a fire extinguisher, thus becoming responsible?

Question:
How can I blame government for the disaster? Consider prohibition - when alcohol was illegal. It was the the scoff-law consumer's fault if they bought rot-gut hooch from the boot-legger, right? They got what they deserved if they were poisoned by botulism, or were sold embalming fluid, because there was no legal recourse (other than your very own trusty pistol) to deter gangsters from poisoning you? The owner of another club described how Great White used illegal pyrotechnics in their club, but they didn't want to throw them out, lest they provoke a riot by doing so. They didn't call the fire marshal or police after the show, or sue for breech of contract. So don't you think there was a tacit agreement between the club owner and band - do what you want but at your peril, because the club owners reserving "plausible deny-ability" for themselves? Just as our cowardly congress refuses to vote on a war resolution, but votes to give the executive branch the war powers assigned it by our Constitution. Why don't the cowards in congress amend the Constitution then, in plain site of the public, rather than evading responsibility and accountability? So they can claim credit for success, and blame others for failure! Just like the cowards that ran the club - they take credit for a good show, and blame the band for accidents! The letter of the law - government regulations and the conduct and politicians, embody the spirit of irresponsibility and blame rather than accountability. Excessive, expensive and impossible requirements for pyrotechnics use result in their use as bootleg commodities. Like street drugs of dubious and inconsistent quality, and irresponsible application. Who would dare man a fire extinguisher, thus becoming responsible? Over 95 people might be alive tonight if there were common sense rather than austere, hysterical regulations by politicians that care more for their appearance than good outcomes.

Answer: Although you may be able to put your hand on some of the sparks without feeling any burns, this does not mean that they're cool. The fact that they are glowing white means that they are thousands of degrees. They just don't have much heat (remember, temperature and heat are two completely different things). They don't have enough heat to burn your hand, which is pretty good at absorbing heat, but if they got lodged into a piece of foam, which cannot dissipate heat very well, they could easily set it afire because the high temperature will be focused into a small area with lots of fuel and oxygen available. It's all a question of what materials can dissipate heat the fastest. You can put a 5000 degree oxyacetylene flame on a billet of copper and not even raise the temperature to anywhere over 500degrees, but put the same flame on a piece of 1/32" copper sheet metal, and it'll melt in a few seconds.
